Can I block someone from viewing my publicly available content?

Someone recently asked me if he could block someone from viewing his publicly available web content.
The inconvenient truth: No you can not. Unless you restrict your web content to a certain user group via authentication or refrain from publishing your content you can not reliably decide who gets to see your content. After all, the Web is free.
